CE Marking, Compliance and the Technical File

What CE marking on a crane means, what the technical file contains, who issues the declaration of conformity, and what a substantial modification changes on an existing crane.

What CE marking actually says

CE marking shows that a product meets the requirements of the EU legislation that applies to it. For machinery, the core framework is the EU Machinery Directive (2006/42/EC). As a Turkish manufacturer, Terra Cranes can build to this framework for crane projects destined for the EU market.

A common mistake is treating CE as a quality certificate. CE states that a product meets minimum health and safety requirements — it says nothing about how good, how durable, or what duty class the product is. You need to ask about duty class separately.

DocumentWhat it's for
Declaration of conformityA written statement that the product meets the relevant regulation
Operating and maintenance instructionsCorrect use, maintenance intervals, safety rules
Nameplate dataCapacity, serial number, year built, duty class
Load-test recordDocuments the test carried out at commissioning
Electrical schematicNeeded for fault diagnosis and modernization
Runway measurement reportA reference for later measurements
Component documentationDocuments for parts such as the hoist unit, rope, hook

The documents to be delivered should be listed explicitly in the contract.

The technical file

Behind CE marking sits a technical file. It typically includes: a general description and general-arrangement drawings, the list of standards applied, a risk assessment, structural and strength calculations, electrical schematics, documentation for the components used, test records, and the operating and maintenance instructions.

The file is kept on record for a set period after the product is placed on the market and produced to the relevant authority on request. What actually reaches you as the buyer is usually the declaration of conformity and the operating instructions.

Which documents to ask for on a crane

The substantial-modification question

Not every change made to an existing crane is harmless. Increasing capacity, swapping in a hoist unit of a different class, or fundamentally redesigning the control system can turn the machine into a new machine under the regulation.

If so, the conformity assessment needs to be redone and it needs to be clear who carries that responsibility. Not discussing this up front when setting a modernization's scope creates a liability gap that's hard to resolve afterward.

Routine maintenance, and replacing a worn part with an identical one, does not fall into this category.

Technical terms

TermWhat it means
CE markingA mark showing a product meets the relevant EU regulation.
Declaration of conformityA document in which the manufacturer states conformity in writing.
Technical fileThe file made up of design calculations, drawings and documentation.
Risk assessmentA systematic review of the hazards a machine could create.
Substantial modificationA change that alters a machine's character and can require its conformity to be reassessed.

Frequently asked questions

If it has CE marking, does that mean the crane is good?

No. CE states minimum safety requirements are met; it doesn't say anything about duty class, material quality or service life. Ask about those separately.

I bought a used crane with no documents — what should I do?

Start with a condition assessment; the nameplate data and capacity are verified. Operating undocumented equipment is a liability risk, and it will also cause problems at the periodic inspection.

Does modernization void CE compliance?

Routine maintenance and like-for-like part replacement doesn't. Substantial changes like a capacity increase can require the conformity to be reassessed.
